Sheriff also isn't that bad, their boon will give you random items daily like the ones your NPC survivors random scavenging but better stuff, and free sacks~, and it lasts until the end, and i think their facilities are better than any other leaders for your active survivors. I agree with builder as the best leader because of their boon, less facilities you'll have to worry about and more you can do for your base, and it lasts to it's fullest until the end of the legacy, and their facilities are great for your community.
50 cals and a bunch of grenades for the hearts, and guns, and you can always avoid the spartan barracks or install a white noise or comfy chair to negate the morale penalty, but it's not really the best thou i think, their boon is a one time thing. 50 cals for Nightmare and Lethal zones blood juggernauts, and hearts, and their final legacy mission isn't that hard killing 3 survivors and that's it, done, while others final missions you'll have to fight more amount of enemies, and the boon isn't that bad, a stack of. My personal most liked leader is Warlord, you can prepare ammunitions, grenades, especially.
